Confirm this cause by locating the interior fuse panel near the driver's side footwell. Inspect the fuse labeled for Hazard/Turn signals. Use a multimeter set to continuity mode to test the fuse; if the circuit does not show a closed path or if the metal filament inside the fuse is visually broken, the fuse has failed.
