A charger may suffer from an internal circuit failure or a blown internal fuse, rendering it unable to deliver power despite being plugged into a working outlet. Confirm this by using a multimeter to measure the DC voltage output at the charger's connector pins while the device is unplugged from the motorcycle. A reading of zero volts or highly erratic fluctuations indicates a defective charger.
