AS5047P Encoder Noise Due to Hardware RC Filtering

This is diagnosed by reviewing the VESC controller schematic for the presence of RC low-pass filters on the HAL/SPI pins. These filters, intended for analog Hall sensors, are confirmed as the cause if the encoder hardware is otherwise verified and the board is a non-reference VESC clone known to include these components on the communication lines.
